NAO takes part in the 2023 AFROSAI-E Strategic Review and 19th Governing Board Meeting.
From May 8 – 11, 2023, AG Ceesay, accompanied by his Deputy AG 2 and the Communications Specialist, attended the 2023 AFROSAI-E Strategic Review and 19th Governing Board Meeting in Accra, Ghana.
The annual event brings together Auditors General and their delegates from English-speaking Supreme Audit Institutions (SAIs), as well as institutional support partners, and other key stakeholders to discuss thematic issues in the work of SAIs with the opportunity for networking amongst delegates for collaboration and support opportunities.
The theme for the 2023 event was: ‘Disallowances and Surcharge: Meeting the Public Expectation’ and the speaker on this theme was the former Chairperson of the Public Accounts Committee of the Parliament of Ghana who shared Ghana’s journey in the Auditor General’s power to disallow and surcharge and the role of PAC.
SAIs also reviewed the AFROSAI-E report in terms of the outcomes of the Institutional Capacity Building Framework (ICBF) self-assessment report of SAIs on the following 5 domains:
- SAI Independence & Legal Framework
- Organization & Management
- Human Resources
- Audit Standards & Methodology
- Communication & Stakeholder Management
Representatives of the different SAIs also had the opportunity to share their country’s experience in group discussions on the recommendations from the AFROSAI-E capacity-building sub-committee
Delegates shared experiences on accountability mechanisms to follow up on audit recommendations – where appropriate mechanisms were proposed including content for stakeholder engagements to effectively follow up on audit recommendations. Experiences were also shared on the multi-year planning as well as overall risk assessment at the SAI level and AFROSAI-E showcased the use of PFM tools in the risk assessment.
The AFROSAI-E member Auditors General had their closed session 19th Governing Board Meeting to end the event alongside a technical symposium by the rest of the delegates on resolutions from the previous days’ discussions.
Other highlights of the event included the announcement of the best performance audit report, won by the Audit Service of Ghana for their report on ‘Fleet Management of the National Ambulance Service’. Eleven (11) reports from seven (7) SAIs including the Gambia were received for the competition.
A keynote address on the topic ‘Just energy transition in Africa and the role of Supreme Audit Institutions’ by Sheila Khama; and ‘Ghana’s country experience’ by Mr. Robert Bright Mawuko Sogbadji.
